While America Aged: How Pension Debts Ruined General Motors, Stopped the NYC Subways, Bankrupted San Diego, and Loom as the Next Financial Crisis, by Roger Lowenstein

From Publishers Weekly

Starred Review. America's impending pension problem is brutally simple: private companies and governments have pledged to provide retirement income and health care for workers, but have not set aside the money to make good on their promises. Typical accounts of the crisis tend to obfuscate the issue and fixate on laying blame, but Lowenstein (Origins of the Crash) has a refreshing perspective—he tells three fascinating stories in American economic history and situates the current pension problems in the struggle for dignity for workers. Lowenstein regards fixing pensions as a worthy culmination to a century's struggle for justice rather than a painful chore unfairly foisted on the present by the past. Unfortunately, after this incisive and inspiring history lesson, the 10 pages at the end devoted to solutions are too abstract and unoriginal. The book gives the reader lively stories and historical insight, but may disappoint those looking for policy recommendations. From Booklist

Lowenstein has previously written best-sellers on Warren Buffet, the 2000 stock market crash, and the demise of bond-trading firm Long-Term Capital Management. Here he tackles what could be the next looming crisis: the severe underfunding of pensions in both the private and public sectors. Although the implications are far-reaching for cities, states, and corporations across America, Lowenstein narrowed his focus on three massive pension failures: General Motors, the New York transit system, and the city of San Diego. In each case, underfunding, underestimation of promises made to retired workers, borrowing from the pension, and reliance on all-too-rosy predictions of stock-market gains were the causes of massive failure of the system. Lowenstein goes into great detail establishing the history and politics that went into the creation of these pension systems and further expounds on how their mismanagement brought down the whole system. Many businesses and governments will soon need to face up to the facts of their pension obligations and make some tough choices. --David Siegfried

The author, Lowenstein, is a financial journalist who dedicates, basically, three sections of his book to three different pension collapses and a fourth and concluding section where he attempts to provide solutions to what the nation's pension crisis. He uses the three different pension collapses as case studies that are intended to illustrate in what condition the US's pension system is in at the private, quasi-governmental and local government levels. The three case studies cover General Motors (the private sector), New York City's MTA (quasi-government sector) and the city of San Diego. Each of these is covered in some depth in terms of history and development of the unions with respect to each organization, the parallel history and development of the pension funds and, most importantly, the cause of the pension crisis in each organization. The cause, for each, was basically: a) pushing adequate funding down the road instead of handling the problem immediately; b) increasing costs of health care; c) increasing life spans of the covered. Eventually, due to these three factors, all three organizations' pension funds brought about a serious crisis in the financial viability of each organization. There were differences in each story, for example in GM's case management kept pushing funding down the road while in San Diego the City used the pension fund's reserves, instead of raising taxes, to keep running the city and providing public goodies such as stadiums. The theme of all three stories was that the increasing liabilities brought about collapse. Each of these stories is well told. However, the problem is that they are presented as analogies with respect to what is happening to pension funds around the nation in the private, quasi-governmental and public sectors. To do this the author needed to tie together the three different stories to what he posits is a national crisis. To do this he needed to present statistics discussing liability to reserve ratios, returns on reserves, health care cost projections as well as life-span increase projections, among other things. In other words a macro analysis was needed. Unfortunately the author does not provide such a discussion. Hence the reader can see how the three case studies lead to the disaster that they did but the reader is unable to ascertain whether this problem is currently prevalent and characteristic of pension funds in the nation as a whole. Hence the book, to a large degree, defeats its purpose. In the last section of the book Lowenstein provides his list of solutions to the problem. One is the conversion of pension funds to an annuity form. Unfortunately this, as even Lowenstein himself admits, would only work for those funds that are already properly fund. What he does not mention is that this may not work if investment returns are less than what annuity companies have estimated them at (as is not the case with record low returns) and/or if there is not adequate insurance available to annuity funds. Considering AIG and other bank insurance providers in the current economic downturn this is not an unrealistic scenario to contemplate.A second solution he provides is to convert pension funds to 401(k) style funds. Unfortunately, this too poses a number of problems. One is that, as Lowenstein admits, this does not really solve the problem for those who cannot contribute enough to their own retirement. Considering the fact that median household (with 2 working partners and children) income in the US is about $50,000 this is not hard to see why. Other problems with this, that Lowenstein leaves unsaid, is that many company controlled 401(k)s have much higher administrative costs then they should. Nearly all are well above Vanguard's gross administrative fees. A solution to this would be to switch the administration and control of the funds from employing companies to the employees themselves but there is, at least as of yet, not movement on the political horizon by either Democrats or Republicans to make such a move.A third potential solution would be to change pension fund accounting standards. Currently the Federal Accounting Standards Board (FASB) assumes pension funds will have an annual return of 8%. Considering the fact that this implies that all pension fund money will have to be in stocks (as opposed to a large percentage in bonds, the way they should be) and stocks will be performing over the next few (and perhaps many) years poorly to what they have been performing in the past a not very good assumption in terms of its impact on pension fund solvency. A good idea would be for the FASB to significantly reduce its assumption of returns. Three or four percent would be far more realistic than its current eight percent. Unfortunately Lowenstein does not even discuss this option.

You might recognize Roger Lowenstein's name. He is the author of When Genius Failed, the definitive history of the 1998 Long-Term Capital Management collapse. While America Aged is a good history of the pension crisis and would be a good compliment to Dora L. Costa'sThe Evolution of Retirement. The root of the problem is that the pension and health bills are paid by future generations but the benefits are enjoyed today by the current workers who receive payment, the current tax payers who temporarily dodge payment, and the current politicians that can take credit. This is a classic example of moral hazard in action. One of Lowenstein's key themes is that "retirement" is a relatively new concept. It was never considered a guaranteed "right" that all Americans are entitled to until very recently. Is his historical recap, Lowenstein writes,"But in the United States, until very late in the nineteenth century, pensions were almost unheard of... Most people worked on farms on in small shops or mills. As they got older they didn't stop working, they simply worked a little less. If old age did catch up with them, they turned to their families for food and shelter. The `problem' of old age was in any case not widespread.... Retirement was less one of life's standard passages, like adolescence or middle age, than it was an infrequent and brief preamble to the grave."So what was the impetus for the creation of "retirement"?"The man who tended a farm could gracefully age on the job; the factory worker couldn't. Shop stewards and department managers wanted the graybeards out, to make room for younger blood.... Pensions were created by companies that reckoned it to be in the corporate interest. They were a tool for managing labor, not an entitlement due to labor...."The transformation of retirement from a benefit to the company to a benefit for the worker was gradual, but it greatly accelerated during World War II. The government froze wages while still allowing firms to grant noncash benefits such as pensions and health insurance. The American private pension and health system was not really planned; it evolved based on labor market conditions from a bygone era mixed with muddled and ill-conceived government regulations. Yet because it has become the status quo, it is treated as somehow being sacrosanct and untouchable. But as Lowenstein writes, "...there us no reason for [pensions and] healthcare to be tied to the workplace (any more than there is for companies to provide schooling, shelter, or basic needs.) In any case, they can't afford it."On thing is certain: This problem is not going away. With the coming retirement of the Baby Boomers, pension and health funding at the corporate, city and state, and national levels will be the next major fiscal crisis for the United States.

Overall this book provides a useful summary of the challenges that Defined Benefit pensions have faced in the past few decades by concentrating on three case studies. The last chapter of the book was frankly a disappointment. The entire defined contribution/401(k) pension system was readily dismissed with minimal discussion. Lowenstein is certainly correct that the 401(k)was not really intended to become a primary retirement mechanism and that ERISA does not provide the same level of protection for DC plans as it does for DB plans. Beyond that, however, he provides no meaningful analysis of them.Retiree Medical plans/OPEBs could have also used somewhat more coverage. Lowenstein dips his toe in this subject but never really get very far into it. When he returns to the concept of medical care, he presents a somewhat incongrous argument in favor of a direct public subsidy health system. While he presents it for the perspective of a voucher system, there seems to have almost no consideration of the very real prospect of government failure as he describes in the section on San Diego. The author's prescription for ERISA-like regulation of public sector pensions(presumably combined with economic basis pension accounting)is a very good one. Unfortunately, Lowenstein never addresses what is one of the more interesting questions of the pension accouting system- if the concept of deferral is elminated by stricter funding regulations, would these entities have ever offered DB plans in the first place?

Good stuff!

I bought five to use in guided reading groups in my 4th grade classroom. I got the order, put my name on the books. Handed them to the students in my group. As they opened the books, every single one had pages fall out. They were not rough with them. My book had pages fall out! We just held them together--they loved the book, but that binding is so bad. Every. Single. Book.

A+++++++

Great book, great story, terrible binding! I bought it for my elementary classroom. It was checked out one time and came back with about half of the pages neatly fallen out. The book was not roughed up, and as I opened the book to investigate, more pages fell out. I believe the binding is the reason for this.

I bought this as a Christmas gift. Recipient hasn't read it yet.

My 5th grade students love these Sports Illustrated graphic novels. I absolutely cannot keep them on the shelves, the kids love them so much! Great for reluctant readers.

The Anchor Book of Modern Arabic Fiction, by Denys Johnson-Davies

From Publishers Weekly

This sweeping anthology is as eclectic as the nations it represents. Johnson-Davies, called "the leading Arabic-to-English translator of our time" by Edward Said, collects work from 79 writers across 14 countries. Among those included are Mahmoud Teymour, widely regarded as the father of the Arabic short story; Naguib Mahfouz, winner of the Nobel Prize in Literature; and Hanan al-Shaykh, a female writer in Arabic whose work in translation has far outsold copies in her native tongue. The quality of these short stories, novellas, and novel excerpts vary, but there are many standouts, including Jabra Ibrahim Jabra's emotionally dynamic excerpt from the novel In Search of Walid Masoud; Nawal El Saadawi's brave treatment of sex, slavery and women; Yusuf Idris's morally resonant excerpt from City of Love and Ashes; and the lyrical entries from Al-Shaykh and Mahfouz. Though some readers might grow tired of the religious piety and conservative thought offered up in most of the work, readers who are interested in dipping into a contemporary literary canon very different from the West's will find this an illuminating resource. An introduction by Johnson-Davies provides a lucid yet brief overview, as do the short biographies preceding each author's work.Copyright © Reed Business Information, a division of Reed Elsevier Inc. It is a book of short stories by many authors, so it is not suited for your rating system, though the stories are well written. For the most part, the stories relate circumstances which give a picture of people oppressed by governments or mores or poverty and with little relief. It feels despairing.

The West has so little access to Arabic literature, and there are few translations available, except for perhaps a handful of writers. So this incredible collection is a much-welcomed -- and much-needed -- addition to my library. If we want to understand, and connect with, the Arab world, getting a glimpse into the culture is an important step, and this terrific collection goes a long way toward helping with that goal.

A great collection of short passages from recent fiction in the Arab world. A wonderful window into this culture and way of life.

Rather than getting a true sense of each writer, what one gets is a mere glimpse. Most of the entries are just excerpts. And many of those excerpts are a stingy 3-4 pages long. It's like riding in a car and seeing a brief image as you pass by. The editor should have included fewer writers and given them space enough to have their work truly represented. Further, there is no organization that is obvious to my eye. I settle in too briefly with the prescient and modern vision of the Yemeni writer Abdul- Wali (deceased) then jump to the agitated voice of young Yahya Taher Abdullah (also felled before his time) then jump again through the sharp eye of social commentator Abouzeid and over two wisps from other writers before finding the Arabic Saki (Al Amir). Whew! All that in 23 pages. A whirlwind, for certain, but not what I was hoping for. Perhaps a vol 1 and vol 2 would have allowed space for greater inclusiveness without sacrificing content. This anthology is a great idea, but it needs to be re-thought and re-released.

Book in great condition.

I enjoyed this collection and was introduced to a great many writers I'd never heard of before, but I have a major complaint about this collections, and that was that the selections are too short. It would have been better to have half as many writers represented with longer selections. You don't really get a taste for a writer's style in 3-4 pages. This is more like dim sum, little bite-sized packets that whet the appetite but don't fill you up. It's a good idea, but there need to be fewer writers included. That said, I enjoyed these stories and novel excerpts. The range of styles and subject matter is impressive. Normally I'm a reader of science fiction and fantasy, but I like to read literary and contemporary works from time to time for something different. I wish more fantastic works had been included in this collection; one thinks of the collection "The Last Storytellers" from Morocco or Naguib Mahfouz's work "Arabian Nights and Days." The Middle East has a rich imagination, and I would have liked to have seen more djinnis, dancing girls, and arrogant princes included in this collection. Maybe that's another book? If you're looking for short bites from a lot of authors, this is your resource. You'll be exposed to the writing of a great number of writers and can decide whose writing to pursue independently from there. Good luck, and good reading!

This is a very comprehensive collection of modern Arabic language fiction, in English. My only complaint, if it could even be called that, is that some of them are not really short stories but chapters taken from popular novels. That in and of itself is not bad as it can inspire the reader to seek out the novel. The problem is that a couple of them seemed uprooted in that there was not enough background information. Some of these stories are political dealing with wars, partitions and colonialism. One deals with a so called honor killing, another the harshness of desert life, others with forbidden and lost loves, conflict between allegiance to custom and a desire for individual fulfillment. A few were satirical, like the excerpt from Alaa Al Aswany's The Yacoubian Building. This reminded me very much of Nawal El saadawi's Woman at Point Zero. A young woman with pride, principles, and a degree loses several jobs because she refuses to put out. Finally, one of her neighbors sets her straight by telling her to wise up and realize that her degree is useless and that putting out is part of every job, that the smart thing is to learn how to negotiate. What's daunting about this satire is that Saadawi's Woman at Point Zero was written in the 1970s and The Yacoubian Building is was written in the last few years. So, there hasn't been a lot of progress.

I agree with the reviewer who complains that some of the excerpts here are too short. It's impossible to know whether this is due to the publisher or the editor, though. Johnson-Davies' workload included being the translator of several stories in this anthology so one might assume that his workload didn't give him the chance to create a longer anthology or a two-part work. The strengths and characteristic styles of each author generally come through, though, so this book does serve its purpose as a sampler. After reading it, I was able to make a short list of about ten authors that I would like read more of.

A trip down memory lane for anyone from the World War 'll era. It's surprising just how many details of those days made it into this easy read. Mrs. Hart also captured well the naivete of wholesome youth on the verge of adulthood. It was hardly a surprise to learn that this was an actual recount - no doubt from a carefully kept diary.no

I love to read the stories of everyday people. I think history is made up not just of the big picture moments, but of the little moments as well. I noticed that someone gave this book a one and complained that it was just some girl's boring story, but I think that misses the point of a book like this. Ms. Hart has given us a view into a past that no longer exists. I loved her use of phrases common at the time, and descriptions of what life was like for two young ladies on their own for the first time (no house mothers!) in the 1940's. I loved their decision to eat toast and drink hot chocolate to make ends meet for the summer and how they would spend their nickles at the Automat. To me, there is wealth of cultural information here for anyone who wants to see it. All in all, it was a fun read and I recommend it to anyone who is interested in NYC in the 40's.

On the surface, this is just a happy little story of a young girl's summer job. I loved the book because it portrays a time that either brings back memories or teaches a bit about the past. Not only the story of how the store was operated in the war years, but how a young woman from the heartland experienced life in the "big city", and how her upbringing influenced her view of her surroundings in one of the most sophisticated cities in the world. As literally an old lady from Pasadena, I was fascinated by the different cultures portrayed in the book, from the tables at 21 to midwest small town life. I experienced the latter briefly as a young teenager and with a good degree of culture shock, so I enjoyed the time travel.

This is a wonderful piece of history combined with a great story about young women having an adventure in New York City. I love the things that get left out of her letters home. It could be fiction as easily as biography. She's a really nice writer. You get a sense of life in a tight-knit Iowa town. I would really like to see more from Ms Hart about life in that area, that era. It's all so different from what kids are living today and at that same time some of the problems are the same. And so rich in history. I'm really not expressing myself well. I will recommend it for my 18 year old daughter who will be off to college in the fall, and to my sister who is a writer and critical of anything sloppily written (she won't have complaints about this one) and to my dad, who lived all of this from a different prospective, having grown up in Washington DC and having spent the war years in Hawaii and the Pacific.Even if I didn't write the review well, Ms Hart wrote the book beautifully. I started it last night, and didn't get anything else done until I finished it.

Of course being an Iowa girl myself and having a mother and mother-in-law who went to a big city when they were young, I had to read this book. It's a fun look back at small town girls surviving in the big city toward the end of WWII. Nothing too serious here. Jump back to just before the end of WWII. A young Iowa woman on break from college takes off to see the big lights of New York City. With housing out of the way and a new roommate (also from Iowa), the two explore the city and go job hunting. Leads are investigated and strings are pulled with the two getting jobs at one of the biggest jewelry stores in NYC, Tiffany's. See what the two of them encounter both at work and as they spend their days and nights taking all of the city in.

Summer at Tiffany is evocative. I felt instantly transported into Majorie's world. She weaves an engaging tale of WWII era New York city. I was very sad for Summer at Tiffany to come to an end.

Summer .... was a light and interesting beach read! Take your sunscreen, blanket and the book and be prepared for a delightful afternoon.

Love this memoir!! I've shared my copy with many friends! If you like stories from the '40's and have been/are going to NYC, it's a fun read!
